It's basically a 960 pixels wrapper with a background repeat x of a 1 pixel long 1080 pixel height background, the rest is just like a header, then your logo, then one of those pre CSS3 menus which is all float shit, more left bars on float or whatever and your main content for like 600px since you had no need to think on anything other than IE and Firefox, cellphones didn't do jackshit then
there's nothing soulful about those websites, those were literally everywhere back then and every fucking anime or videogames website had a similar layout, different logo menu or images, much like those bulletin boards forums with the same fucking shit

The old ways was you design everything with all the preset sizes for header, menu etc as you wish but most common is the 3 columns; navigation on the left, main content at the center and poll, tips, trick on the right. from there, slice them up and make the assets animation, transparent etc over the static background.
